[LINK] I used to live in the town that this is about. Here's what's being proposed by a City Councilman for the bars:no open bar, no drinking games or contests, no dancing on tables, and no indecent, profane or obscene language, songs, entertainment and literature.
There's a lot more to that proposal than cussing - public urination, fighting, wet T-shirt contests, etc. The last few years there's been a much younger crowd over there and problems. They have decided to take the cussing provision out:

Also there's political motivation, as the mayor owns the building one of the bars is in and there's some question about maybe rules were bent to allow them to open in the first place:
