Guamania

Guam has their Democratic caucus today. They've got 8 pledged delegates with a half-vote each (so 8 people, 4 votes) and 5 super-delegates. What's up with that? More supers than regulars? And they get to vote in a primary but not in the general election? That gives me a headache.
